You may still lose some achievements depending on when Windows backed up those files last, but at least it's not a total loss.

The timestamps on the files don't matter, you can use an older player1.prf with a newer savegame.

A thing to remember with the backup files though is that there's only one made per day, and that's during the first instance of that day when the file is accessed. So if you were to play a bit at 10:00am, have lunch, come back at 5:00pm and get fiddle with options/get an achievement, anything that happened to those bits during the day (because the backup was made before you actually started playing) will have been lost.
...Luckily all that was for me was the Brawler achievement from punching Varren, but there's most likely less fortunate people who've lost the endgame or loyalty achievements in a similar fashion and might really not want to do that bit again for a while.

Go to \\Documents\\BioWare\\Mass Effect 2\\BIOGame\\Profile then right click on Player1. Click on Properties then on Previous Versions and it should have previous copies of it. You should get your acheivements back.

Happened to me too, just like described in the OP. System suddenly lost power right after the collector ship mission. I left the comm room and went to take the liftt, my pc crashed just when I clicked the floor I wanted to go to. I restarted, had no option to resume but savegames were ok, and I needed to log in again but no previous achievements were registered.
I wouldn't be bothered so much except it happened during a second playthrough, and now I'm not getting the XP bonus from the long service medal. I can't find the option to restore any previous versions either.
