I was able to buy two off of the quartermaster in Ostagar before the battle, and it seems the dwarf merchant guys in the party camp has another one..beyond that I am not sure.

Just check every merchant/quartermaster you come across. That is the only place I've seen bags so far. I do wonder if more loot drops with more bags though. I've doubled my bag space, and still run out really easily:(

You just aren't as careful about what you pick up when you have plenty of space, probably

Buy tons off the quartermaster at the start of the game, iirc it was like 7 silvers or something. I guess most of the backpacks were captured by the darkspawn at ostagar, hence the 7 gold price after that.

Don't keep around a bunch of crap? Personally money hasn't been hard to come by (though not in large enough amounts to buy all the expensive stuff) so if I sell something I might end up needing later, oh darn.

tbh, if you keep your inventory at 70 you will suffer later on.
Even filtering out useless stuff, I run out of inventory easily in long dungeon runs now. This is with 80 inventory space. I haven't seen Backpacks on merchants in a while, so I am sad I didn't upgrade the backpack when I had a chance.
Btw, after I sell all my loot, I usually have about 17/80 inventory. This gives you a good idea how much stuff you find on a dungeon run that isn't useless (63+).
