I haven't noticed if anyone has completely answered the question about the consoles or not, but i saw quite a few questions (some diff than others) about it. I asked this and got the official answer for it myself. Heres how it goes.
You DL the DA:O CC to your PC, not any console. You then go to Log In in the bottom left corner of the Main Screen. Log In to you Bioware account that you are currently using to post on here at the moment. Create you Character or, if you've already created your character go to the Modify/Delete option, under New Character. Once you've created your character and have reached the final screen, click Save. You'll see your character's portrait in a circle with "Upload Info" under it. Click on that, but make sure you are logged in to your account. It will upload your character and all of his/her stats, skills, attributes, level etc. up for everyone to see. When you get the game November 3rd, or whenever you pick it up, which will be the 5th for me, as i dont get paid till then, you will go onto your XBOX LIVE and when on the Main Screen of your game, you'll notice that the Log In function that is on the DA:O CC you DLed is on the actual game as well. Just log in on your game with your same account you used to upload your character (yes, for some reason some people tend to make diff accounts, thats why i said the same) and it will upload your Created Character(s) and notify you that you have obtained the ring.

Okay. So I finally found it. Submit info, right?
I don't know. Call me crazy but I was looking for something along the lines of "Submit CHARACTER" or "Submit AVATAR" or Toon. And I was expecting something more obvious and prominent than a small button buried deep in the program (you'd think it would be on the front menu).
