She couldn't exactly fulfill that if she couldn't reproduce. She's also supposed to be the "perfect woman" and I'm sure that includes reproduction. We could be wrong though.
Otherwise it just wouldn't make any sense for him to go out of his way to make his cloned children female.
But think of this;
Miranda will live longer than any normal human - she said so herself - and since the average death age of a human in this time period is 150.. using her calculations (can't remember how she word it.. ) she'd live up to 225+ years.
He didn't say he wanted a legacy, though he probably does - but he wanted a dynasty. By putting a huge investment into this product - he would want her for one sole purpose.. to use her looks, intelligence, and powers for negotiative purposes.
When her time is almost up - or halfway through it - he could make another clone.. or eventually Miranda would make one. There is no definitive evidence to suggest that she can or cannot reproduce. Though, I don't doubt that she can - hope so.
The Shepard name needs to live on.
And on that lines - that first day with their daughter would be seriously awkward;
Shep - "So Johnny.. what do you do for a living?"
Johnny - "I.. uh.. deliver pizzas, sir."
Shep - "Is that so? You know.. when I was your age, I was running through the streets of earth dealing information to assassin's and stealing from corporate bigshots. Pizzas work, too.
Miranda - "Oh please, Shepard - be nice."
Johnny - "Thank you Mrs. Shep-"
Miranda - "When I was your age, kid - I had run away from my corrupt father and into a black ops organization hell bent on making sure humanity was the best race in the galaxy."
