I'm having a problem with the main RTO quest not finishing after I have killed the ogre that killed Cailan. The first time I played through the DLC, everyting worked fine, but on subsequent playthroughs, the final cutscene after you've dealt with the ogre and try to go back into the Tower of Ishal does not start.
I noticed that the Genlock Necromancer does not run into the tower when you come upon him after the bridge (yet the cutscene still happens inside of it.). He stays outside of the tower instead of running to it like he is supposed to, so when I do get to the ogre, he is not actually there to fight afterwards (Again the cutscene shows him resurrecting the ogre, but he is absent afterwards). I have to go back through the tower and kill him near the front of it to get the last piece of Cailan's armor. My quest log updates saying that I have all of Cailan's arms and armor, but I cannot take care of his body.
I've tried uninstalling the game and then reinstalling it and the dlc then playing the game vanilla just in case one fo the mods I had installed was conflicting with it, and the same thing still happens.
My PC specs:
Windows 7 64-bit
4 Gigs or RAM
Dual Geforce 9500 GT with 512 gigs of ram each
Intel Core 2 Duo E 8400 @ 3 GHz

The Necromancer is getting stuck in front the tower, but the game really wants him to be in the battlefield where you fight the ogre.
Go back to the front of the tower to kill the Necromancer. After that go back to the battlefield where you fought the ogre. Exit the battlefield again, and the cutscene with Cailin's body should start.

I've tried that too. Forgot to mention it, but nothing still happens. I think it is partly to do with him not being there to wake up the frozen corpses as well.

I am having the same problem. He just disappears after resurrecting the ogre. I go back but still can't find the bugger after. I can't finish this. Anyone else having this problem?

finally figured it out. restart this part make a save of it then reload the new save. Save often throughout this part or you will lose it all. What a pain

Restart from which part? Before the tower? I'm having the same issue right now. :s
