More Dynamic world?

Is it just me (maybe it is), or does the mass effect game world fall flat post end game mission.

Hate to use Oblivion or FO3 as an example, because RP/Storywise Biowares games blow them out of the water.

But, the difference is, even upon completion of the endgame, you can run around the game world, and everything still seems alive, NPC's operating on schedules, random encounters with bad guys, in essence its still fun to run around the game world and do things.

Whereas in mass effect, once youve heard all the convo's completed all the quests, its as if your the only one thats concious, it all seems alive when you have something to do, because you are focused on that, but once its over the world is very static.  the same two people are having the same conversation for eternity, sitting in the same spot.  etc etc.

Wouldnt mind if NPC;s operated on schedules, like the C-sec officers switched out for a night and day shift, etc etc.   perhaps a little freedom of choice with your weaponry, if you feel like shooting a guy in a bar and having it out with C-sec have at it.   or randomly get ambushed by the mercs you have pissed off so much.  I think it would add alot in terms of replayablity.

I understand this is no small task, if it were to take away at all from the core of the game I would stomp on the idea, because I would not want to sacrifice story/dialogue for it, but it does get disheartening how empty and static the game world feels once you have nothing left to do.
