It was OK to meet up with ME 1 Characters like Ashley, Wrex, or Liara, but they could not be part of squad. But then Tali and Garrus could join up. For me, Tali was less interesting as a character. Yes, it might take more programming but if we can import some why not all? Or limit the max characters to choose from to 8-10, and if you choose the wrong ones early in game, you have limited choices in the latter part of game. Might make an interesting twist and keep game going for multiple play throughs. I have played through twice now and too bored to go again. Will wait for ME 3. In the meantime...?

I myself have not read this personally, but have seen it posted from others in the past. Certain characters were not allowed into ME2 for story purposes in ME3. As in, they probably didn't want you to kill off certain key players because they are so vital to the story. Liara makes sense especially considering what she is doing now. And since Ashley/Kaiden were options for execution in ME1, they can serve a purpose in ME3.
Of course their roles would be highly dynamic and generic to a point since they were different professions. So they would fill just an "alliance goon" role more or less.
This does mean that there is no 100% guarantee that Garrus or Tali will be in ME3, but then again I'm just talking rubbish.

As BioWare has said dozens of times, the ME characters that you couldn't recruit in ME2 are going to be very important in ME3, therefore they couldn't risk having them being killed during the mission to Omega 4.
As for the "choose your squad" thing, I'd like to see them do that in ME3. Have Kaiden/Ash, Liara, your ME2 LI (if you have one), and maybe Wrex be mandatory, and then you get to choose from the survivors of ME2.

Tali is my absolute favorite ME character, and I was very glad to be able to recruit her in ME2. Garrus is a close 2nd and so I was quite pleased with the outcome. In addition I was able to survive the "suicide" mission with no one left behind, so it's all good. Just wish the romance with Ash didn't end on such a sour note. It's not like Shepard had a choice to be in the Lazurus project. Personally, I was with Tali when she offered me a grenade to help blow up Cerberus undercorver 
In any event, the ME characters all made sense for what they were doing, except for Ash believing the reports about Cerberus, she's not that gullible imho.
