Ok, I installed the game.  I logged into my online profile and redeemed my codes for the pre-order items, shale and the belt.  Jump back in game and look at my download content.  I click on each and download them.  All the items get to 100% but they never move to the installed tab, and in the game I see them in my journal, but still dont get them.  After messing around back and forth, trying various fixes, I get back onto my online profile and click on redeem code again.  I notice the box in the upper right hand area to check to see what items are registered with my account and the items are there.  Right above that though is asks about registering your game, I click that, enter my registration number from the back of the manual and register my game (PC).  1/2 hour or so later I jump back into game check my download content and the items start moving from the downloaded tab to the install tab.  So registering you game is just a fix if your downloads are stuck at 100% and not moving to the installed tab.

I think you'll find that the actual 'fix' (in this particular situation, tho i could be wrong) is to restart game, it will download the content while you are playing then once at 100% it will bring up a message that you need to restart to install content, it is not installed until you restart game (exit to windows, start game, load save, etc).

I say this because i was playing the dlc content long before i registered my game.
