Hmm. Interesting.
I was asked to try a level 1 character (instead of a lv 5 import), and find a good build order early game .. I went with (advice for someone who's new, so no bonus power):
Warp 2, Biotic Mastery 1, Warp 3, Biotic Mastery 2, Throw 1, Biotic Mastery 3, Singularity 2, Heavy Warp.

Also, I had area reave for a few missions, but found it too powerful ... switched it to squad warp ammo so the squaddies can massacre anyone caught in a singularity.
True thats why I restrict myself to only use it on targets with defences up as much as I can. That way it's not more puwerful than Overload for the Engineer IMHO.

Max Wide Singularity
Max Nemesis
Max Warp Ammo (can't decide on evolution)
Max Heavy Warp
Max Area Pull/Throw (can't decide >_>)
Or if you don't want to have a bonus, max both area pull and area throw. Combine with mordin's full cryo blast for best results, as shown by thisisme8.

Heavy Warp
Heavy Throw
Wide Singularity
Pull (1)
Nemesis/Bastion (I alternate depending on situation/difficulty)
Tungsten Ammo
I find myself either shooting something, or if they are in pull/Singularity, the duration will be used up by a Warp Detonation. That said, I usually bring Zaeed/Grunt/Garrus, so I won't be usually needing Squad ammo.
That said, I wouldn't mind going back to Warp Ammo if I can be convinced later in my game. I let my friend borrow it, I figure I'll retrieve it when the new DLC comes out so I can play everything at once.
