Bioware never set out to make Mass Effect a adult only game, Here in the UK ME 1 is rated age 12 and ME 2 is rated age 15. ME 2 only got a mature rating in some places due to strict laws on what is classed adult only content. So Bioware doesn't need to defend why Me 2 lacks adult only content since it never set out to make ME 2 adult only.
well bioware isn't based in the UK, its actually based in Canada so your rating doesn't matter. In Canada, the rating is M so its an adult game in Canada thus Bioware intended it to be Adult.

Sex is either art or porn (in all forms of media). Examples:
Books, there are those steamy romance novels that emphasize on the "bulge" or the "curves" or what have you while their plot really really sucks. That's not as bad as say porn magazines or magazines that go out of their way to objectify people but still. Meanwhile you have good innovative stories that really grab at you and even though it includes sex it's not the point, it's not controversial, it's part of the story. It's art.
Movies, a big one. We've all seen pornos and we've all seen mainstream movies with nudity in them. The difference? One has a crappy plot (the husband''s at work and the poolboy just showed up - oooh!) and the other has a good plot and the sex only enhances it - whether they show boobage or ass is redundant. It's more about seeing two people being close with each other.
Video games... this link says it all:
Personally? I think what I missed the most was the intamacy of the scene that was in ME1. Still, I think Miranda was a much better LI than Ash or Liara or any7body else so

Yeah because BioWare only makes games for Canadians.

In many ways their approach to LI in ME2 is in fact far more distasteful than in ME1, far more a case of objectifying the LI. The end results of LI are far more focused on the idea of achieving sex with you LI as a "win". In ME1 sex seemed to be simply a natural result of an increasingly intimate relationship.
This. It was disconcerting, too, because the characters of ME2 were much more interesting--so the focus on "sex as a win" became a huge lost opportunity. First playthrough went with Tali, because I found her so interesting in the first game, and she really was a more genuine character than either Ashley or Liara, and actually goes through some things through the course of the game. But then after you get your "win," her character doesn't really develop any further.
In ME1, the romance seemed very real and desparate--these characters are probably about to die and they're doing one of the things that people do when they fear they're about to die, grabbing on to someone else so they don't face it alone...
Not saying it was bad, because I still find the story of ME2 to be better and more character-driven than ME1, but it was dissapointing that there was so much missed potential in the love interests.
On the plus side, I noticed that it was much easier to make choices about who your LI was in ME2. In ME1 it was essentially "Oh you talked to me a couple times... I love you!" I even tried to go through ME1 with no romance on my last playthrough, and Ashley shows up in my cabin at the end even though I only talked to her twice and was kinda mean both times. And then I realize there's no way to break it off--even sending her away still maintains the romance. So I end up cheating on her in ME2 and feeling guilty (I know, it's really weird, I feel guilty about a video game) even though I never wanted to romance her to begin with.

clearly not. the point i was trying to make was that it was intended to be an M rated game since it was made in canada and thus will follow canada's guidelines not the UK's or wherever you're from.

There's plenty of side boob. Jack is wearing nothing but belts for the majority of the game.
Plenty? A-cup is not plenty
