I had to reinstall all of STEAM from my Laptop into a portable Harddrive. When I next played Dragon Age (A week after installing everything off of STEAM) I found that all of my Downloadable Content that came with my Collector's Edition were all unregistered, and therefore inaccessible. I've looked into the Troubleshooting guide to see if it would help, but it hasn't. May I please have some help on this issue?

The likely problem is that although you moved your game location, Windows is still looking for the "Dragon Age: Origins - Content Update" service, DAUpdaterSvc.Service.exe, in the old location.
To check where Windows is looking for it:
1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click and select Properties
4.) Check Path to Executable and make sure that it is the correct path for where DAUpdaterSvc.Service.exe is in your installation. (Generally located in the bin_ship directory, but a search of your harddrive can find it.)
If the path is incorrect you can fix that by going into the registry. (Always be careful changing anything in the registry, but this is a relatively minor fix if you don't change anything else.)
1) Run Regedit.exe
2) Search for all references to DAUpdaterSvc.Service.exe
3) When you find the ones that are under DAUpdaterSvc, update the ImagePath key to point to the correct location for DAUpdaterSvc.Service.exe.

I installed my game and activated the code in the internet page, but I have never been able to access the downloadable content. It kind of sucks.

We can help, but we'll need more informaiton. I suggest browsing the "Read First" post pinned to the top of this forum. If you don't find answers linked there, please create a new post... digging up old ones is considered "bad form".
