Although i usually tend to go paragon, i think there should be love interests who are just as turned on by you being a bad-ass, and doesn't find paragon-choices atractive. Like, for instance, an evil-minded killer Morinth-style or a psycopath like Jack (without the whole need for us to turn her to paragon-like ways before getting to be with her)
As it is now, Renegades are cool tough guys... with ZERO sex-life

Haha, she still won't offer to come up to my room, or even feed my fish. I get the feeling that you have to be friendly and not formal from the very first convo with her otherwise you can "flag" the romance option to be disabled from an early stage.

Judging from how things play out, it could be that Military regulations regarding sexual/romantic involvment within the same chain of command has been relaxed or done away with, in the ME universe.
Also, technically speaking, the Normandy SR2 is a civilian vessal, as Shepard can point out to Joker with the right dialogue options. No regulations prohibiting such an entanglment .
Lastly, from what I'm picking up through conversations with Kelly, she's an enormously "free" individual. Maybe not quite "loose," but very "open to exploring possiblities."

5. You’ll need to ask her if she is into aliens. This option only comes up during her comments about Tali or Thane. This is when she lets you know (indirectly) that she is bi-sexual. If you acquire Tali or Thane after she is gone, she’ll still comment on them after the credits if they live through the end game. (and yes, this is a little obscure. Easter egg, remember?)

There's an option after recruiting Tali were she tells you she doesn't have an issue with gender or species, don't know if thats crucial mind. There was also one after "Archangel" I believe, something about any touching to be done?Mister_Tez wrote...
I flirted with her at every given opportunity, right from the start with the "embrace" option; told her Thane wasn't my FemShep's type & invited her to dinner, & then accepted her offer to feed my fish; asked for a hug after the Collector Ship; told her after recruiting Samara that I didn't recruit Samara for her looks as I had Kelly for that; etc.
I don't remember there being any flirt dialogue options though when talking to Kelly after recruiting Tali or Legion, which confused me as I hadn't shot her down earlier & hadn't been romancing anyone else.

Is this a definite requirement?
After recruiting Tali, there was (again) an option to say "You like aliens?!" but no clear-cut flirt options like after Thane, Samara & other team members. I didn't ask Kelly if she liked aliens though, as I thought it would put her off or be rude
