So what happens when I have squad cryo ammo activated on shepard and garrus has armor piercing activated too.  Does he get the benefits of both?  Also what happens if two squadmates have squad ammo enabled?  Who get what bonuses?  Thanks.

I think only the last power activated counts towards bonuses, not both, unfortunately.

So the last one counts? If I had squad cryo ammo up and then have someone else activate a different individual ammo type, that one takes over for just that person?
