I find it quite interesting that the maleshep LIs are usually located at the top (for thier preferred LI) and bottom (for the rest). I wonder if this is good character design? Its better for a character to be hated than for them to evoke no emotion at all.

Tali - Tali is both innocent seeming, and yet very independent. cute, but resourceful. proud of who she is, determined to help her people, and yet being seen as second-class by most people because she's a Quarian, and forced to live live in an enclosed suit. her manner, character, and story are very well fleshed out, and she feels real. My favorite.
Mordin - playing the first game, i just didn't see a Salarian work as a party member. I was wrong. very wrong. from a well-thought out loyalty quest, to his verbal mannerisms, his very amusing, informative stories, to his excuses for being unable to talk at the moment. he brought a lot to the franchise. a great character.
Legion - i always like the expected 'unexpected.' we all knew that a geth was gonna join shepherd at some point, right? great dialog, insight into geth culture, and a potential to develop a very interesting relationship with Tali. Glad to have him.
Garrus - fleshed out greatly since the first game, and it always adds to a games emotional setting to have old friends at your side again. I play very paragon, so my character tends to rein him in, but they get along great. witty dialog, expanding on a known character, and his elevator comments make him great.
Jack - violent to a fault, with little conscience or mercy, she's not the type of character that normally appeals to me. but her story is fantastic. it draws you in, makes you want to learn more. a renegade character would revel in her ruthlessness and her power, but would probably not last long. she hates being used, remember? My paragon character struggles with her, but also cares about her and wants to help her. could make for interesting story development. being.... disturbingly attractive for a serial killing, bald, tattoo'ed mess of a person doesn't hurt.
Thane - from his appearance, to his voice, his memory flashes, combat ability, spirituality, and philosophical outlook, bioware made one hell of a character in thane. very little negative to be said about him. tragic story involving family always helps too.
Wrex - brutal, loyal, intelligent but unsubtle, unapologetic, willing to play dirty but ultimately having strong morals, his desire to help his people grow, in numbers AND culturally, his war stories.... what's not to like about wrex?
Ashley - rude and xenophobic, i didn't like ashley at first. get to know her though, and you find a strong willed, loyal, determined young woman desperate to make up for something she had no part in, a "crime" commited bu her grandfather. her strong sense of family, willingness (though occasionally, over eager) to put herself in harms way for the team, and her change in how she sees non-humans makes her a deep character who gets over looked too much.
Miranda - no nonsense, all business, very stuck up.... it's hard to warm up to Miranda. but it's worthwhile if you do. she's caring, hates seeing people taken advantage of and used, though she's willing to due both herself for "the good of humanity." i found her character very interesting, but either left a little flat, or i screwed myself out of some dialog. either way, if loyal, she comes around to your point of view over the illusive mans, though with cerberus hiding her sister, she must know how dangerous that is. hope to see her fleshed out more in ME3.
Liara - so sweet and endearing in the first game. you either wanted to smack her for being oblivious, or hold her and protect her. loyal, caring, she's an easy character to like.
two years later, she's and angry, vindictive little ****. i understand what happened, i really do, but it's heartbreaking all the same. her newfound taste for cruelty, and her very subdued re-union with shepherd not only upset [my] shepherd, but also cost her a lot of space on my list.
Kaiden - Carth is still annoying. but his willingness to blow his ass up to save the rest of us will not be forgotten.
Jacob - nice guy, good soldier, interesting loyalty quest, and a capable troop leader. to bad for him he's about as exciting (and memorable) as a bag of rocks.
Grunt - grunt mad! grunt smash!
Samara - very interesting in concept, i found her....unlikable throughout the game. i'm sympathetic with why she has to do what she does, but she's an ice-queen through and through. not only that, but her code, which says she must protect the innocent, is more black and white than anything i've heard of. "i know the cops are only following orders, that they mean well, and are trying to protect people, but if they do what they have to, i'll just have to slaughter all of the"
yeah. a real champion of justice.....

and let's not forget the awesome supporting cast. Joker, Chackwas, Anderson, kelly, the game would just not be the same without you.

1. Mordin. He's just my favorite, all in all. I love his speech. I love his romantic advice. I love his song! And, well... I love seeing a well-developed character. He's been my favorite from the beginning, since I recruited him. I've used him for almost every mission. I have to admit, during the first game... I didn't pay much attention to the whole genophage thing.Seeing how Mordin dealt with the genophage and the effects he had... I loved it.

People connect differently with each other, love and hate are still connections (albiet different). If they write out a badguy and you feel seething hatred at him writers did a damn good job. Also the char's you connect to in games should also help you figure out your personality. You may not like a char, but you should always feel out what the writers tried to accomplise in them. ex. Jack has that use or be used personality, i didnt like her, but I did understand she was well written and her personality came across quite well.
