The spread from top to bottom is not wide. My opinion of Zaeed grew a lot after discovering how to gain his loyalty without letting civilians die. Although he's my least favorite, I pick him to join me in intense firefights quite often.

Jack is a pain. The argument she starts with Miranda forces me to run around gathering up a lot of Paragon points to  keep the loyalty of both when I should be saving life in the universe. The only reason she's not on the bottom — way on the bottom — is because her character is so vivid. Bioware did a good job here.

The first three are non-negotiable, absolute hands-down my favorite, in that order. The middle spread can be mixed up or down, I generally liked each of them pretty equally, they all had their shining momments, to be sure! I just never felt for Jacob or Zaeed, not bad characters, but I just never connected with them.

5. Mordin (a scientist that can fire a weapon...awesome)
6. Tali (still tough against Geth, and the combat drone is a nice thing to have)
7. Samara (I didn't use biotics much in this one, but I used her when I did)
8. Miranda (she's got pretty good skills)
9. Jacob (pretty good soldier, but no personality)
10. Zaeed (didn't really have much of a chance to use him but he seems handy)

1. Tali - One of Shepard's trusted friends and in my game, love interest.  Her romance path is adorable and I really empathize with the character.
2. Garrus - Again, I think of him as one of Shepard's trusted friends and he's pretty awesome.
3. Mordin - He's hilarious and also serves as sort of a mentor role at times.
4. Legion - At the same time he's both completely alien and entirely human.   This character is brilliant.  One line explains it all: "No data available."
5. Thane - Great style, great personality.  He has one of the better written stories.
6. Liara - Great in ME1, don't like where her personality went in 2, but I'm hoping it's just a cover up until she nabs the Shadow Broker in 3.
7. Wrex - He's turned out to be the wisest Krogan yet.  While others are content to succumb to the natural violent tendencies, he's going to overcome the genophage by reforming Krogan society.  Also, he's probably the toughest Krogan out there.
8. Zaeed - Not a particularly deep character, but he has good one-liners and cool war stories.
9. Grunt - Boring character so far, but I'm hoping for more development in ME3 (not necessarily of him, but of the Krogans in general).
10. Samara - Not very interesting.
11. Jacob - Boring.
12. Kaidan - Boring.
13. Ashely - Boring.  Learn to deal with aliens already.
14. Miranda - Obnoxious attitude.
15. Jack - OMG STFU and get over yourself.  Whiny *****.  She can stay in her little hidey hole forever.
