It wasn't expressing free will, the Collector General was pleading for the Reaper to not abandon them. Notice that its right arm reachs up towards the hologram of Harbinger just as Harbinger cuts the connection.

It was a "No, please! Just one more chance! Don't leave us, Master!" gesture. Not a gesture of "Whoo! I'm finally free- oh, wait."

It was meant to promote sympathy in us, however. With that final reveal that Harbinger was a Reaper, you realize that the Collectors really were just empty tools.

The General's death made me think of Joker in the beginning trying to save the Normandy as the general trys to save the station but Harbinger just leaves the General to die rather than Shepard's saving of Joker an interesting parrallel.

When he was released, he looked confused and sad. Then he died. Maybe that is why I felt sorry for the bug.
