For Return to Ostagar you will need to make sure that you have Patch 1.02 installed for it to run.

* Clear the download cache. From the game launcher click Configure, then go to Repair and click on "Clear Download Cache".
* Delete the manifest.xml and addins.xml file from My Documents\\Bioware\\Dragon Age\\Settings
* Make sure the physical location of your My Documents directory is on the C: drive
* Set Windows Region and Language Settings to English (United States)

Redeemed DLC Troubleshooting FAQ. Often even if there's an error, the manual installation process can provide more useful clues about what is going on.
If none of these works, the manual install process will give more useful error messages, so its easier to figure out what's wrong.
