From a character standpoint it makes sense not to be able to pursue Samara. She is simply not interested. She's lived her life and has more or less given up all that stuff. More power to her.
You can pursue Samara and she is interested ("Never did I think one so young could touch me" and "I think I could find more than happiness with you")...she's just not willing to sacrifice who she's become for it.
Well, I mean, you're right if all you're saying is she doesn't WANT a relationship, because of course she doesn't. But Shepard is certainly a temptation that she resists.

In mE3 your gonna have 7 romance options for male or female....old romances from ME1 and 2 then a couple new ones.

Evidentially this Shepard believes the aspect of Asari promiscuity. If Samara were a love interest I believe it would ruin her character completely. Binding herself to something so ruling as the Code and making it such an openly important thing in her life just to have her say "Sure thing Shep, let's just drop his and I'll chase YOU around the Galaxy" is just stupid.
In the dialog with her, she says having a relationship is not against the code and she actually leads you on for half the game. How would being with her ruin the character, then.
I'm aware of what the dialog says. I'm also aware that she says that she could find more than happiness with you. But doesn't she also make a point of telling you once your mission is over she isn't bound to serve you anymore and will go back to the code? I'm fairly sure she is at least in part rejecting you to protect you. She's going to skip off around the galaxy hunting injustice; it's a big part of her life and something she won't give up just to sit around on the Normandy and hang out with Shepard. She knows it won't work in the long run. I think that she'd rather protect Shepard from something that will openly fall on its face as opposed to just going with it because Shepard can't see what she can.

Samara: You have been a good friend to me.
Shepard: Samara, we have a connection.
Samara: I would not have dreamed that one so young could touch me. But Shepard, you must put the thought from your mind. It can never be.
Shepard: Samara it can be, you just have to open your mind.
Samara: I serve a code stronger and deeper than any feelings. If we survive this mission, my oath to you ends. I will be bound by the code again. That makes a relationship impossible.
Shepard: You've kept tight control for a long time, but you still have needs Samara.
Samara: I have the strength to withstand my own drives Shepard.
Shepard: You don't have to. The galaxy won't end if you find a little happiness.
Samara: You're different from anyone I've met. I think I could find more than happiness with you. But my self-control is who I am. Don't pursue this, please.
Shepard: You've been strong through so much. Now it's your time.
*Shepard moves to kiss her, Samara prevents him at the last second*
Samara: In another time, another life.
*Samara touches Shepard's face*
Samara: Shepard.... Excuse me.
*She leaves, Shepard is left alone*
How is that leading Shepard on? That's her saying, "Yeah, if things were different... but they're not. Sorry."

Maybe as a cameo, but even that is questionable. If you take the "friends" path, she does say that you can call on her for aid at any time... not that I think we'll be able to.

That said, I have to agree, I like the fact that she chooses to be celibate. If she just didn't dress so provocatively! Seriously, her and Morinth should switch outfits.

I think Morinth doesn't want to stand out any more than she has to. She sticks to the shadows and deals with one target at a time, so the black jumpsuit actually fits with her character. Now, for a 600- year-old asari to be dressing up like wonder woman... clearly we're talking some kind of major mid-life crisis. But I don't really have a problem with it.

It sorta makes sense in a way. All of her children turned ardat yakshi, and what if she had another via an encounter? Plus it sounds like justicars are kinda like monks - they forsake romance.
I'm sorta surprised they didn't have the option in there, just because the way her top is, it feels like she's supposed to be almost a MILF sort of character, for lack of better way of phrasing it.
Anyway, the Ardat-Yakshi thing only happens with purebloods, which is (maybe) why such unions are frowned upon.

Think of it as like the first monks of christianity, in an age where celibacy was only optional. Marriage was allowed, but rejecting it made them closer to their cause, more praiseworthy.

The Code she lives by prevents her from having a romance. She says this.
Samara says it doesn't prevent romance, but she says that she isn't interested, however.
@OP
I have a feeling the ME2 Samara 'romance' will continue onto ME3. I kind of like how they did it...it would feel cheap and rushed if she gave in to Shepard in ME2 (as with the Jack romance...it felt a little rushed and unbelievable to me).

I respect Samara just for that. It's this rejection of all pleasures for the sake of pursuing this one greater ideal.
Agreed. I felt that that aspect of her was what made her a character worth falling for (for my career-woman shep).
Also, as shep was standing there, all rejected and lonely, I found that I really liked the conversation that led to that point. The whole bittersweet taste of "another time, another life", with that huge window of space in the background made this semi-romantic non-romance scene a very memorable one.
