First off, do they have any effects that would be handicapped compared to your normal ammunition? If so then how do you toggle on and off, because I can't seem to get it to toggle... Any help is appreciated.

They are all improvements over base ammo. To turn them on or off, just click on the icon like any other power. They should show up on your bar and your squadmates' bars.
