I'm new here....here's the tale.
I went to my gf's house to download all the free DLC for ME2. I took my hard drive, plugged it into her Xbox, made a new Xbox Live account which forced me to change my original profile name, then downloaded all the stuff. She then went ahead and did the same thing, except that she put her DLC in her MU. I check my Memory to see that all the files are there in my hard drive, and they are. I boot up ME2, and I get mail on my terminal regarding the Normandy Crash Site and Zaeed (oddly enough, nothing about the armor DLC.) So then I save the game.
I come home now, boot up my game, and MY SAVE WON'T LOAD BECAUSE ACCORDING TO THE GAME, THE DLC IS MISSING. BUT IT'S NOT MISSING. IT'S STILL IN MY HARD DRIVE. WHY DOES IT NOT WANNA LOAD? Do I have to be logged into Xbox Live for the DLC to work?

If I remember correctly EVERY download for the 360 is "tagged" so that it can only be accessed by the 360 that downloaded it and not just the gamertag. You may need to use her 360 to use your DLCS.

That´s correct.
The DLC is bound to your Xbox Live Account AND to the serial number of the console where it has been downloaded on.
Either you have to use your girlfriend´s 360 to play the DLC offline (because of the serial number) or you have to be connected to Xbox Live to play it with your own console via your Gamertag.
Visit the Xbox Support Site to fix this problem.
The DLC is bound to your Xbox Live Account AND to the serial number of the console where it has been downloaded on.
