Bumping this thread. I was successful in one purchase a few weeks ago, but now all I get is this message. Bioware, please set things right, it seems that problems are going over the top with points purchase.

I just had the same problem... :crying:

Invoice #: 110716862, bought 400 BioWare points with Paypal
21 Nov 2009 01:07 GMT USD 5.00
Status: Rejected

I never had problems with Paypal nor my credit card, except with
EA when I tried to purchase Dragon Age from their online store. My credit card was rejected but the only message I had was to try again; so I did and then I got permanently unable to purchase from EA directly. Support is unable to remove my master account and CC as
fraudulent but they told me I could still purchase BioWare points.
Was I given the wrong indication?

1)  Rapidly re-trying purchases WILL cause your issuing bank/Paypal/CC
to flag your account as possible fraud.

After my really bad experience with the EA Store, I tried to purchase once and immediately sought out assistance.

2)  If your Billing country, your EA
account, and the country your IP resolves to mis-match, your
transaction can fail.

They all match... and my EA master account can now only be read in Simplified Chinese, but not by me...

3)  If you
have some special characters in your email, such as "+bioware", this
can cause your account to be unable to log into our checkout flow.

Not a problem here.

4)
There is currently a bug that is disallowing those who have recently
changed their account email from accessing points.bioware.com.  This
fix will be rolled out in the next few days.

Have the same email since the beginning.

5)  Do not put dashes or spaces in the CC number field.  Just enter the string of digits 1234123412341234

Used Paypal...

6)
With Paypal, before going through the payment process with
points.bioware.com, you need to make sure that you are completely
signed out of paypal in other tabs/windows/browsers.

I use Paypal all the time and was properly signed out.

7)  You will
also need to make sure you have filled in the state/province/country
field on the "Link your Paypal Account" screen.

Done that.

8)  In certain
situations, overly strict security and privacy settings, especially
those concerning the acceptance and storage of cookies can prevent
access to points.bioware.com

No problem here.

9)  If you are currently using a
military address overseas, (APO FPO), this will be allowed in a future
fix, currently slated for after Thanksgiving / Early December.

How about an address from China?

I just want to get BW points and enjoy the upcoming DLC. Can I do that, please? I would really, really appreciate your help. Thank you.

Okay, I found a little workaround for this issue. Somehow, disabling the CVV code check on my credit card helped me. To disable it, you need to call to your bank and specifically ask them to disable the CVV code check for you for some period. After this the Paypal checkout worked flawlessly. Maybe this will help someone too.
