But that's pretty typical for Kaidan, and my main problem with his romance. He never wants to commit. That end line on his letter was just so perfect in keeping with that feeling that he always wants to keep all his options open.

See the problem with this, is because he always acts this way, it feels more like FemShep is sexually harassing him and he's playing it safe because he doesn't want to offend his Commanding Officer. The rank thing makes it all so very awkward and he doesn't help matters by playing it so safe.

They both act like jerks. After what they went through with Shepard in ME1, they should have more trust... or if they think Cerberus is mind-controlling Shepard then they should be trying to help. Instead they just coldly turn away and then send an insipid email. Shows their true colors IMO.
