I would assume this data includes key decisions, how you build your character, which squadmates you use, and which squadmates you spend the most time conversing with. All to enable bioware to tailor ME3 more toward the most common decisions and play styles.
I think that you should be able to determine for yourselves the implications of this for the Tali fanbase.

I'm new and glad I finally found a community of like minded people.

At the end when Tali began sliding down the platform I almost had an aneurysm and was thinking "if bioware screws this up I tank molotovs to their studios" but luckily Karl Shepard, Reinhard Heydrich look-alike that he is (stupid character creator) was there to save her

PC-only, or across all platforms?

Its on all of them I'm pretty sure but I could be wrong.

As much as I appreciate Liz voicing Tali, I do not believe her and Tali are at all the same. Tali is her own unique person, just like us. But respect Liz for wonderful voice work.

Of course. The actors form the voice for the charactor, they don't form the character to the voice. The entire VA cast did an AMAZING job with all of the voice acting. Though Tali's is still the best.
