My gut is telling me that ME 3 was mostly done but the time the realesed  ME 2. so everything roles right into the finale. I have complete faith the Bioware and EA with not f*ck this up.  What i do think they are gearing for is Expanding the Universe which makes ALOT sense or maybe as PS 3 release of the first too but that streatching  it.

I wouldn't be surprised if they haven't even given their voice actor's too long of a break, and may very well have a lot of the dialogue recorded for ME3, with more VO up in the air, based on recordings from our playthroughs of the game. I'm sure they'll add/remove plotlines and dialogue from the game depending on our favourite characters, Paragon/Renegade choices, etc.

It's not rare to have been working on a games sequel well before the game in question has yet to be released.

Tali is the best. But the problem I see with Mass Effect 3 its the end of Tali unless something awesome happens.

Hell yeah! Wrex was, and is, a riot! He also provides one of the most genuine "Good-to-see-you-again-old-friend" scenes in ME2. Having Wrex on your side is akin to having a living, breathing life insurance following you around.
