I agree with much of what you've typed. I do not consider the burgeoning romance that's been kept under wraps for so long between Tali and Shepard to be shallow. That said, I very much want to see it develop and mature even further in ME3; that goes for any of the romanceable characters. The more the merrier, IMO.
A moment of sacrifice you say? Hmm. Perhaps similar to the "Dark Pact" scenario with Morrigan in DA:O. It's not without appeal seen in a dramatic light. Three scenarios immediately spring to my mind: 1) Shepard and crew save the day and can live happily ever after (or until the next galactic sized turd storm hits the fan). 2) Shepard and crew flop in a "Critical Mission Failure" and the galaxy goes dark for a long time. 3) Shepard gets to choose: Save the galaxy but at the cost of either his/her own life or the life of his/her chosen love interest.
As for Kelly, I liked her - she'd definitely be "date-able" material in my book. I didn't lose anyone during my first playthrough, so no need to see Kelly die a gruesome death (sadly I can't say the same for that female colonist).

On a plus note, it was good to save Dr Chakwas, I've grown to like her.

The only ones I had die were the crew from not getting there in time. Ahh well. Like I say, using Legion for longer in the game was worth it.
As for what I said about them being shallow I'm gonna stand by. I think the "burgeoning romance" was more in our heads then anything else. I loved the conversation, but there wasn't much of it. And there were no Actions we were really able to do in this romantic cause that is Tali, and let's not forget, Shepard is deffinatly a man of action.
As for the choices... I dunno. I wouldn't mind a "Chooce your crew or the girl! *evi laughter*" but with the follow up of Shepard being so bad ass we could save both. Really though I'd like something more dramatic.
Tali goes to a world to do something for her people... you get a message a bit later saying she's been captured. Shepard of course guns it there, breaking heads, torture... whatever he needs to do to find her. (This could work for any romanceable of course) Upon getting there the trap is sprung, a trap he knew was there. Because of this he is able to survive but not without being shot, sliced and hit. You finally save Tali, bleeding like crazy, broken bones, get her to the Normandy and get out. Because as I said, Shepard is a bad ass.
Even more dramatic? Tali get's spaced... Boom right out into vacume. Does your Shepard just stand there? Or does he haul ass jumping out into space to grab her knowing full well he might just drift out into space forever with her but damn if he is gonna let her do it alone.

I was thinking of something along the lines of the Just out rightly telling the Council to Kiss you Specter ass, taking the just Normandy and her crew against Admiral Xen armada , Human Task force that happens to be supporting her and the Geth defense force they are about to fight.
The set up for this would be Tali leaving the Normandy for a small Period and you making the choice to either A go after her or be Continue you quest against the Reapers.
I'm going the dramatic Rescue against impossible odds..
Tali: Shepherd what ... I told not to
Shepherd: You have to be the most stubborn woman in the galaxy and that why I love you.
Garrus: Shepherd WOULD please hurry up I'm running Concussive rounds and these Quarian Marines are starting to ****** me off.
Tali: Damnit you Bosh'tet this has nothing to do with you..I ... Wait did you just say you Love me.
Shepherd: Do you know any Man thats going to fight through Quarians, Geth and Alliances Frigates for a women he does not love.

It would be my way of helping her experience many of the things we take for granted because we aren't cooped up in a suit 24/7. Ouh! Maybe arrange for a wet clay sculpting session! Get to spend time on something creative that isn't necessary for the maintenance of the Flotilla but has its own creative rewards nonetheless and involves plenty of stimulation both mentally and physically as well.
