Either that or short hair makes the most sense to me. I keep wondering how Samus gets all that hair in her helmet, Tali would have the same issue with long flowing locks.

I maintain that she doesn't have any.
A human wearing a suit/hat for an extended period of time leads to irritation and hair-loss. Since Quarians never-to-rarely remove their suits, it can be speculated that the suit itself guards against irritation and/or keeps the wearer clean and at optimal humidity levels. Otherwise, the suit would cause severe discomfort and adverse reaction. Taking this into account, it isn't too farfetched to speculate that Quarians could have hair... Though evolution in regards to suited life would probably lead to its ommission... 300 years probably isn't long enough for that, however.
I say no hair. Think about if you got hair/eyelash in your eye and had to wait until you got to a clean room to get it out
ouch... yeah, that would be frustrating. So could a simple itch. Perhaps the suits are sophisticated enough to counteract this.
Grunt comments that Quarians aren't soft. Maybe there is an element to Quarian skin we haven't been introduced to, like fine scales or an armor-like epidermis. Either way, I'd still like Tali. It's the personality behind the helmet that's so awesome.

when i first meet tali i thought she was some sort of gasous form like the german guy in Hellboy 2 (i relized very soon that i was wrong though) but maby they have some sort of gas in there suit that surrounds there skin making it like a gel that is always on you, which would prevent little itch's and places you want to scratch, it would also make there skin very very soft and pleasent to the touch >_>
