Because the humans are the only race thanks to our buddy shepard whom have been effective in challenging them and thus are worthy of "ascension" Least thats what i reckon especialy from what harbinger says on horizion.

So maybe in the process of creating the human reaper they will weaken their greatest threat while making themselves stronger?

it seems that from what ever reapers are (maybe a  race from another Galaxy)  the have reached what they deem the pinnacle of the Evolution.. Maybe it was the  Reapers that originally seed life in  this galaxy and its just there giant science lab... There is  a lot about the reapers that we don;t yet understand.. mainly here history.. 
 
What we do  know is 

 They built the Mass Effect Relays and the Conduit(which is a  Massive Mass Relay)  

They have wiped all Life from the Galaxy repeated going back as  37 million years.  

The  Protheans were the last race to stand against them... 

Humans are the only race to really pose a threat to them... Say what you want but I think Shepherd has  Reapers a bit nervous.

Creator Tali'Zorah emits waves akin to old machine's indoctrination.
However, wave contains distinct different properties, subjects do not seem to experience lack of competence, happier. Further study of creator Tali'Zorah is necessary.
