Sadly, ME2 is indeed poorly written. In terms of having a cohesive narrative, ME1 is far superior. There was way too much filler in ME2. Someone else has called ME2 a "grocery list", and that's pretty much what it is. Only Legion, Tali, Miranda, and Mordin (and the outcomes of their personal missions - except for Miranda's) have done anything to greatly affect the ME universe. Yeah, the game was awesome; the missions well designed; some of the background stories were interesting. But overall, aside from the four I mentioned, everyone else is just cannon fodder.
At least, they compensated with Liara's and Ashley/Kaidan's minimal interaction in ME2 with the comics, but I was still disappointed at how they glossed over so many things. The trouble is that this game world is massive - perhaps too much so - for BioWare to successfully incorporate everything into three games (unless the third ends up having 3 dvd's plus a 4th for a short film).
I mentioned elsewhere that ME2 is merely a narrative bridge. I have huge expectations of ME3.
