That's what exactly what I meant. Side missions and endless Mako driving excluded, all the characters from ME1 have something significant to contribute to the ME game world. ME2 had us gather several team members, yet their casualty rate increases drastically if we didn't do their silly little "loyalty" quests. Cannon fodder. That's all they are. Might as well have recruited the Mercs; at least if they die, no one would care.
I have no issues with the gameplay [Addendum. Oh wait. Yes I do, but it has to do with UI bugs, collision errors, and combat mechanics]. I'm more interested in what BioWare has done, and in some cases neglected to do, with the plot elements of each character.

Be patient! I'm having too much fun in here to spare the time to read all of it.
Whenever a new section is posted I go back and read the previous sections again to appreciate the complete picture. It makes proof reading my own work a real pain in the ass, but makes for a good way to catch little SNAFU's and other mistakes.

Sadly, ME2 is indeed poorly written. In terms of having a cohesive narrative, ME1 is far superior. There was way too much filler in ME2. Someone else has called ME2 a "grocery list", and that's pretty much what it is. Only Legion, Tali, Miranda, and Mordin (and the outcomes of their personal missions - except for Miranda's) have done anything to greatly affect the ME universe. Yeah, the game was awesome; the missions well designed; some of the background stories were interesting. But overall, aside from the four I mentioned, everyone else is just cannon fodder.

The trouble is that this game world is massive - perhaps too much so - for BioWare to successfully incorporate everything into three games (unless the third ends up having 3 dvd's plus a 4th for a short film).
I mentioned elsewhere that ME2 is merely a narrative bridge. I have huge expectations of ME3.
Anyways. Enough of my rambling. Carry on with the Tali goddess worship
I think what is being referenced here is how the ratio of time spent moving the story forward vs. puttering around. I think most would agree that every squadmate's aquisition and loyalty mission counts as a "story" mission, as opposed to the N7 type sidequests. Now how many of those squadmate missions progress the story of the game, and edge you toward the final conflict? Not a one. They are all story missions as they progress -A- story, but none of them get you any closer to the confrontation with the collectors. In ME:2, the main plot happens on what... ? Freedom's Progress, Horizon, the derelict Reaper, then Collector Base. I think that's all of it, everything else is (or could be if the game would let you) entirely optional.
This is opposed to ME:1, where every "story" planet you landed on brought you one step closer to cold-cocking Sovereign. Every time you set foot on those story worlds, you knew that some serious main plot was about to be laid on you. 100% plot-to-story bearing world ratio.
So in ME: 1, you have 6 (Feros, Noveria, Liara's planet thingy, Virmire, Illos, Citadel) planets with actual story on them, and 6 planets that progress the main story.
In ME:2, you have uhm... crap. A LOT more planets with story stuff on them, but only the four with actual mission-critical junk that needs to be done to start wailing on some Collectors. I'd ballpark this as maybe 20% of the planets with a story mission on them actually have anything to do with the game's plot.
I think it's this gross imbalance between the mission-critical story elements and the "optional-not-necessary" story elements of your squadmates that leads to it feeling like a trip to the grocery store.

Hah, yeah. They'll be at Harbinger's core or something, some large mechanical arm will have Shepard pinned, and Tali suddenly reaches for the knife, throws it at Harbinger's optics (go for the optics!), and it'll release Shepard and he precedes to blow it up.
