I agree with a lot of what you expressed. ME2 does seem to be an RPG-lite compared to ME1, and personally I preferred the weapon cooldown and the much, much larger array of weapons and armor. I also liked having more skills to spend points on although ME2 is not quite as barren as I had initially feared upon closer inspection (upgrades help alleviate this issue to some extent, I'll give Ray that).
I do not think the dialogue has been dumbed down, not at all. There was a metric ton of dialogue in ME2 and the game has to put up some boundaries sooner or later if it's to be finished. Would I have minded more dialogue options both inside and outside the field of romance? Not at all! Yet I am very satisfied with what dialogue there was.
Regarding biotic and tech powers I never did use them much for my own Shepard in ME1 (played as a soldier and continued with that play style in ME2 - I like pitched battles with heavy and fast firing weaponry). I do recall Tali being fierce with her tech abilities in ME1 which was one of the reasons I brought her along on many missions once she was levelled up. Generally speaking it seems some of the biotic and tech powers have been weakened in ME2, but again since I didn't use them much in ME1 my memory may not be entirely on target with that observation/claim.
Garrus' behaviour....Well, two years have passed, the man (in my case) who persuaded him to follow the paragon way died and Garrus' private world turned to dust with the Normandy gone and C-sec in an uproar. I don't find it unbelievable that he decided he had had enough and would seek out justice his own way in a place filled with criminal behaviour. Liara did get side-lined, I agree. If she had been my chosen love interest from ME1 (she wasn't - Ashley was) I think I might be more upset about her than I was with Ashley. At least in Ashley's case there seems to be justifiable emotional and professional reasons why she can't join you. Liara on the other hand gives you a hug and a kiss if you were together in ME1, from what I understand. Couldn't she have joined Shepard and still kept hunting for the Shadow Broker while on their journey though with less intensity? Possibly, but that was not to be. By the looks of it, it seems we can expect Liara and Ashley/Kaidan to make a full return in ME3. That game can't come soon enough as far as I'm concerned!
