Here's what happens.
After the great Reaper War, Shepard and Tali retired to Rannoch and built their honeymoon home.
However because of the reaper war, Shepard is now seen to be too great an asset, to Cerberus, to the Asari and anyone else who has the tech to distil Shepard's DNA. Essentially, they want him, dead or Alive. Cerberus wants him alive if possible, dead, just as good, to manufacture clones of him. The Asari just want to ravage him and use his genetic data.
ME4 starts with the kidnapping of Shepard or attack on Shepard's home. No one is killed but its time to put back his armor and get back to righteous arse kicking again.
ME 3 is the last story with shepard
I know that is what they said.
But things might change.
Ahhh.... nevermind. They'll probably come up with Mass Effect MMO or something.
Oh god.. that would be horrible. I don't want this amazing setting and universe reduced to that. I will never forgive Bioware if they crap all over Mass Effect like that. I don't think they will though.
At least not until some EA suit thinks that they have milked the ME universe enough and now that they have say several million fans and at least 2 million who would buy and at least play a ME MMO for 6 months (or what ever that magic number would make it profitable) and make Bioware do so.
Every game company milks a series for what its worth. Nintendo has been Milking Mario for 1985 or so. Square-enix( formally known as Squaresoft) has 13 count em 13 final fantasy games in the series. Not counting the GBA Remakes, Crisis Core, Crystal Chronicles, Dissidia. The point is that Bioware wants a game that can compete with Final Fantasy with that kinda of longevity. I would not be surprised to more Mass Effect Games but EA is just the publisher and Distributor. EA is also under new Management too (forgot the guys name) but he has complete restructured the place and shrunk the sports division down last I heard and killed the Medal of Honor Series.
