That's easy to state, even for me ( not too good at biology ). Tali has breasts ( so Quarian's are mammals ), also the differences between male and female quarians seem to match the most ( not mentioning special causes ) of inter-human male - female differences. Biologically anything is theoretically possible, so even though many do not expect human diseases to be directly transferable to Quraians and vice-versa there nonetheless exists the theoretical possibility that a disease - malignant or otherwise - might have an unforseen effect on either of the two species. As for actual sexual intercourse that would depend on the physical make-up of each species (i.e. do they have matching "parts"). Both humans and Quarians are mamals which implies that Quarians may have a similar reproductive system to that of humans.

Grunt's comment may be an observation based upon the armoured plates that may, or may not, be incorporated in Quarian space suits. In other words, unless Grunt has seen a Quarian outside of his or her suit (which is unlikely since you woke him from the storage tank and he hadn't been outside of it before), he can't know what the Quarians' skin looks or feels like.
