It would require them to rebuild/alter the armor packs individually, and perhaps patch the armor selection to allow for helm selection seperate to armor. They most definitely not should charge for something like this.
But as I said, the thread and group are not just about getting the armors patched for Mass Effect 2. They're also about letting BioWare know that we think it was a poor design decision, and that if they wont patch current armors, that they should take note of the issue and make sure future releases and expansion packs are properly fixed.
As I've said, I expect ME2 will get an expansion pack at some point similar in size to Awakenings for Dragon Age. Understandably, a new expansion would feature new armor. It would be very disappointing if a full suit of armor in an expansion did not have this issue fixed. They've got the time and ability to do it.

Make helmets toggable or (as in DA:O mod) still make me get the bonus without the helmet showing.

For what it is worth I must say that it was a MAJOR disappointment when I found out that I could not use my DLC armor without the helmet. I have been playing RPGs for many years. In every RPG I have played, whether it is Neverwinter Nights or Elder Scrolls, I have played without a helmet. I played it this way in Mass Effect as well. It has always been a preference of mine for the reason that I have always been able to connect without my character to a much greater degree without the helm. The connection is established even more so if I have designed the characters appearance myself, which I did in Mass Effect 1&2. To be able to see my characters is an essential part of my computer/console role playing experience. If I am interacting with a companion or other character how can I connect with them if they cannot see my face? Hell, how can anyone even recognize me with a tin can on my head? Why then would I opt to use an armor that forces me to cover up what connects me most to my character and by extension the characters around me? I can conceive no reasonable explanation unless an in game situation or environment demanded that I wear a helmet to stay alive. Bioware has prided themselves on giving us the best Computer/Console Role Playing experience they could offer. Why then would they make such an obvious mistake?
Some may argue that we should shut our traps on get over it. We DID get a FREE DLC after all right? NO that is not right. Unless you grabbed your DLC armors off a piracy site then you DID in fact pay for them. You paid 5 dollars up front to pre order your game and get the Terminus or Inferno Armor did you not? You bought a new copy of ME2 for the Cerberus Network did you not? You could have easily waited a couple weeks and bought a used copy for 25% off, but you went with the new or pre ordered copy for the DLC. Some people, including myself, may have even pre ordered Dragon Age or shelled out 10 extra bucks for the Collectors edition of ME2. I estimate at least 20 dollars went into buying these DLC. Should we not then get what we paid for?
I have doubts Bioware will ever do anything about this. It seems to me that they are just trying to ignore this issue and hope it is forgotten, but we are reminded of the fact every time we take a look at our armor selection. Bioware, if you care in the slightest about the people that have been supporting you and buying your games for years then fix this problem, and it IS a problem. If you will not then maybe we should be refunded 5-20 dollars for the DLC that we PAID for.

Well, as I said, if BioWare wont fix the issue then hopefully they will note it for future expansions and packs. As extremely annoying as it is for this to go unchanged, I can somewhat understanding chosing not to 'fix' something thats not technically broken, even if it is an issue vocally criticised by fans. However, as I've said, if a full sized expansion pack comes out with the issue remaining for new armors then as far as I'm concerned it will indicate BioWare simply dont give a damn about responding to the issue and its fans, which will be very disappointing.

This isn't an issue of being ignored. Based on what I've read here, read elsewhere and understood altering these armors would require some pretty major work and it is quite unreasonable to expect serious effort for no gain.
I feel confident enough to state that someone, somewhere, in the ranks has noted that nondetachable helmets was not a good move and has made a note for ME3....unless they're feeling vindictive and put upon and don't change it just to ****** you all off - And before anyone starts with the 'If they don't do this thing I'll not buy it' declarations I would like to point out that all who are stupid enough to skip out on the guaranteed awesomeness that will be ME3 because of helmets is a brand new, bright, awful color of stupid.
Detachable helmets in ME2 good? Very much so.
Happening? Not a quadriplegics damned soul's chance in Hell.
