We have no clue. The in-game Codex tells us that there are no proper politicians in Asari government, as all governmental matters are voted on through consensus, though most citizens gravitated towards Matriarchs who share their views. The Asari take a long time to get anything done because of this.
The Codex also tells us that the Justicars are the final, ultimate response to criminal activity. Samara tells us that if a Justicar is involved, peaceful negotations are long past. The Asari tend to be non-confrontational, so when criminals won't respond to kind words alone, they send in the Justicars.

No, that's what I thought, actually but it turns out that that is Samara dying from one of Oculus's weapons during the suicide mission if you didn't upgrade the ship.

Has anyone been playing with Samara and Kasumi on his/her squad? If so, how is working out. Kasumi seems to be a pretty versatile squadmate in combat. The two of them may make an excellent combo with Shep.

That flashbang is nice. Against organics, it is better than concussive shot because you can use it on shielded enemies. I don't know what if any effect it has on synthetics. Her cloaking power is awesome too. I let her do that herself, she seems to do a pretty good job of it on her own.AshiraShepard wrote...
