As someone who has a BA in Religion I feel I can answer this for you. She clearly states that the code exists to punish the wicked and unjust. It does not exist to bring about spiritual enlightenment. Spirituality at it's core is an attempt to understand things that are beyond our grasp (most notably death). Religion is just an organized group of individuals who share the same spiritual beliefs. The Justicar code is clearly not spiritual.
Samara is not an Ardat-Yakshi. She has had three children (the codex clearly states that Ardat-Yakshi can not have kids). She chooses not to pursue a relationship with Shepard but states if she were younger she would have (if you pursue the sex suggestion).
