There needs to be tons more dialogue. Every NPC aboard the Normandy that can be interacted with should have several lines to say about every other NPC, for every possible situation (romance, after a fight [Jack vs. Miranda, for example], after a mission, etc.).
In her presentation, Christina Norman said that she thought that they skimped too much on the roleplaying elements in ME2. I hope they bring back tons of it for ME3. And if they can't do it because of hardware-limitations on the Xbox, well...**** the Xbox.

the one thing that bugged me is that most of the characters didn't have much to say regarding the actual mission we were doing! most of the dialog is oriented towards how to gain their loyalty, then romance, and then a little about their past. I don't want like a big conversation from them about this, but maybe something involving their resentment of the collectors so that you know it actually means something to them too.

I prefer having to run the hallways to chase a blip on my minimap than being given the impression by the game that all of the people aboard the ship lead completely sedentary lives despite having duties.
EDIT: The "Calibrations" from Garrus and the "Can it wait until later, I would like to meditate" from Samara made me believe that Bioware really just intended for the NPCs to be mission-dispensers, and not actual, living, breathing characters. Very poor design, now that I think about it.
