deepest for me means more sides to the personality, so here is how I would rank them.
Samara (even being bound by the Code we see glimpses of her personality, imagine how charismatic she is as a person
)
Jack (we know she's wild, but if you work for it, she's as tender as they come)
Thane (very cerebral and methodic, filled with deep regrets)
Garrus (he seems like a workaholic, but also someone who doesn't take himself too seriously, especially in ME2)
Mordin
Miranda
Tali
Zaeed
