deepest for me means more sides to the personality, so here is how I would rank them.

Samara (even being bound by the Code we see glimpses of her personality, imagine how charismatic she is as a person :D)
Jack (we know she's wild, but if you work for it, she's as tender as they come)
Thane (very cerebral and methodic, filled with deep regrets)
Garrus (he seems like a workaholic, but also someone who doesn't take himself too seriously, especially in ME2)
Mordin
Miranda
Tali
Zaeed
Legion (technically he's the deepest, i mean over 1000 different programs? lol)
Grunt (shallow, its not his fault)
Jacob (its all his fault)

I would put Zaeed and Kasumi last if not for anything other than lack of dialog and understanding the character more.

I didn't realize those notable dates coincided today.  Wow, I have not kept up with the news lately.  I don't think I ever really new what Hitler's birthday was, but I probably would have seen the Colombine date on the news.

Edit:  I have removed my previous comments concerning this.  I apologize to anyone I may have offended over this.

If I had my chance to create a story for Mass Effect. I would like Samara to take Jacob under her wing.



Even though he is a skilled soldier, I think Jacob as seen too much corruption from either of the organisations he has worked for, that Samara teaches him how he can still do justice....but without being employed by corruption.



I really do think Jacob has a chance at being a great background character in the Mass Effect story, and who better than Samara to teach him.

I think Samara's methods might be a little extreme for Jacob.  Then again, he's in Cerberus.  Either way, he's a trained soldier, meant for working with other soldiers and authorities.  He might be decent at leading.   Samara works alone, and we know what happens if we put Samara in charge of others.  At the very least, she could teach him about the merits of being incorruptible and refusing to tolerate corruption, as you said.  I don't think he's as zealous about justice as Samara.   We know he has a strong moral compass, but there's a difference between having a conscience and actively weeding out the unjust.

Jacob does say that he wants to make a difference, do some good, it was why he joined the Alliance, why he was a Corsair, and why he eventually joined Cerberus. It would be mighty interesting thing to see if Samara were to take him under her wing. Whether he could see the galaxy as black and white like she does.

I  simply don't think Jacob would be receptive to Samara's methods.  He says that he joined Cerberus because they get things done, despite their reputation.

do, however, think that he would be receptive to the way she values justice and order above all else.  Thus, I think that if Jacob were to become a Spectre, Samara could have had a hand in encouraging him.

Wait now that I think of it... isn't Jacob's story REALLY similar to Garrus's?
They both wanted to make a difference
They both got sick of "red tape"
They both left an organization to make a difference (Garrus left C-Sec to join you, and Jacob left the alliance and joined cerberus)
They both started a group to fight crime (Garrus and his Omega squad and Jacob being a corsair)

I always found it curious how you can ask Samara about Jacob and Miranda only. I hoped that her thoughts would change on them (for better or worse depending on circumstances) as time went on, especially of you do their loyalty mission. But it seems we're just supposed to interpret her thoughts on them at face value. She could have been used better as a barometer for judging your squadmates character from a different perspective, and perhaps foreshadow their future situations (in ME3).
