To 'add' to the conversation on romance, I had a tiny idea, just a 'moment' if Shepard and Samara got to that point - where by Shepard gently removes the symbols from her forehead only to lay a kiss in their place.

Does she close her eyes and lower her head a bit at this, or keep her eyes open and head up, staring directly in to Shepard's eyes?

Uh um...whicheveroneyouliked.
In my head it was the former.
The first one makes the scene a little more emotional, but might seem a little out-of-character for Samara
The second one is impersonal. It's like Shepard removing bits of Samara's armor, her cold, hardened exterior. It's symbolic. It just allows her to stay in-character.

I just like the idea of that ultimate trust to let another "see you for what you are." Let them hold your heart with each one of its beautiful, deadly flaws and trust them to protect it.

The solution would be to really focus on Samara's facial expressions in the scene. Maybe she has a tiny smile on her lips while Shepard leans in to kiss her forehead.
