Samara is probably the closest thing we get to the "fellow Spectre". It's also nice she makes it clear that she's not available as LI, although you do get the impression that there's a bond between her and Shepard regardless.
Yes, for a paragon SPECTRE she is a kindred spirit; an equal in dedication to service. A renegade SPECTRE would probably end up having to shoot her before she killed him as the Code demands...
When you think on it, being a paragon SPECTRE is a daily struggle against temptation. A SPECTRE has few rules to bound him, beyond loyalty to the Council, he/she can perform just about any criminal act as long as it is in service to the Council. You'd expect most SPECTRES would sooner or later max out their Renegade points after a couple of years in the business...
I think Samara is fascinatedby/attracted to a paragon Shepard because he/she has no Code dictating his/her conduct yet remains a paragon in spite of being unbound by rules. A paragon Shepard displays uncommon willpower and determination, traits asari seem to admire (as Liara, Samara and Morinth all mention). Her loyalty to Shepard is a mixture of admiration, respect, a hint of sexual/romantic attraction and brother/sisterhood in arms.
