Actually, do you think the Illusive Man picked Samara because she is supposed to be exceptionally strong for a biotic, even by Asari standards?
I always found the Illusive Man's choice of a Justicar in the dossiers odd given that they're typically set to the Code and working in Asari space. Unless he somehow manipulated Morinth into Council space just to draw Samara out, too, so that Shepard could have the opportunity to recruit her. Better he had given Shepard Morinth's location to start with as a bargaining tool.

if this was true, and Shepard knew this but Samara didn't, do you think she would be better off not knowing that a very unjust man (TIM, to be clear) is indirectly responsible for her having accomplished one of her most vital life-goals?

Oh wait, but she might press her boot down on his neck until Shepard told her the location. Maybe starting with Morinth's location isn't the best bargaining method afterall.
