Well there was this one dialogue hinted at earlier, about Samara ulltimately needing Shepard to do her deed. Even Kasumi says something to the effect of "she couldn't have done it without you". Is it possible that Samara was holding back at going through with this, fearing the final confrontation. Because I mean after 400 years of doing something and failing, or letting it slip through, doesn't it sort of become sort of a mental and emotional block that you can't get through. She could very well keep being strong willed and determined, but it becomes a self-fulfilling prophecy if you think about it for so long. "Am I ever gonna catch her, put an end to this, is it meant to be?".
Then Shepard comes along, someone who actually willingly helps her to do this, it may have restored a sense of faith in her, like maybe I can do this. Not saying she needed encouraging because I'm sure she came to terms long time ago that she was going to kill her daughter, but a final jolt to get her to go through with it. She needed that more than anything.
I dont know where i was going with that, but yea..that something innit?
