I guess? I don't really know, either, but if they're now running with the design philosophy that the other teammates will remain silent, why bother?

Mark Meer and Jennifer Hale were both brought back for the DLC, obviously, and that suggests other VA's COULD come back if some of the story-bridging DLC is centered on a particular squaddie. Granted, some ME2 players may not be interested in DLC centered on a character they do not care for, but I'm willing to bet these are a minority. I expect most players will be interested by the DLC, if only for the shooting and extra goodies to be gathered (research in particular). I think the market's there for Bioware to explore (especially if they started off with a very popular squaddie, like Garrus or Tali).

As for the overlord DLC, I brought Samara and Legion with me, because it is about geth so it's obvious I needed to bring Legion for the extra dialogue. I brought Samara, because, well, she's Samara. Her reave power was really useful on the geth primes. I was really disappointed neither Legion nor Samara had any dialogue. Probably because it was too expensive to bring in all of the voice actors for one DLC. I was surprised that Archer acknowledged Legion's presence and knew he was geth. That, and when the two squad members are putting the dead in the coffins were nice touches put in by the developers. It was nice to see the shifty looking space cows again but I wish I could have exited the Hammerhead to interact with the environment. Once again, the onboard VI was hilarious. It was a well done DLC.
