For me, it's because she is calm, regal, and paragon like my Shep. She is the only one who is immune to Shepard's charms and her character is consistent throughout.
Also, the justicar ideal where everyone faces justice regardless of wealth or status appeals to my mindset that if you do wrong, you should be punished. Although I do believe in a moral gray zone, the code still is very similar to my beliefs.
Because despite the having to kill her daughter, she's one of the few that Shep doesn't have to try and fix and isn't a drain on her energy. Sorry but Garrus is a huge energy drain to me in ME2, Tali is alot better this time around but her fixation on the quarian's being right to try and kill the geth without knowing what their intentions were really irks me personally. It's circular logic without any real backing.
I like Samara, its a relief to sit and talk to her. Mordin is my second favorite, probably for many of the same reasons.

One thing I've noticed is that the asari don't seem to equate the expression of sexuality with immorality, so I can't appraise the effect Samara had on Morinth from a human perspective.
As was mentioned, Samara did have a strong sense of morality as a Maiden, as she killed the crew of the mercenary ship she was working on, once she found out that they were transporting slaves. I wish we were told more about exactly what happened. Did she find out, and then object to what they were doing? Did they threaten her life after she objected? If she killed them in defense of her life, then it seems justified. Did they threaten to kill her to shut her up, because they didn't want her crisis of conscience to interfere with their ability to get paid for the job? Still, done in the defense of her life. If she found out about the slaves, and then immediately went about killing the crew just for that, it would definitely give us an insight in to why Samara is so forceful with her enforcement of the Code.

I'm pretty sure she mentions somewhere that she tried to argue them out of it and when they insisted then she killed them and not before.
