A Justicar's conduct is obviously rigidly controlled by the Code, but the Justicar is free to travel around, acting as an itinerant adjudicator/enforcer. Samara uses the Knight-Errant/Samurai analogy but refers to popular wisdom rather than historical fact (which make sense: she's talking to a soldier, not a historian).
I was pondering what Samara's intentions are for the future. From a metagaming perspective, she's gonna stick around for a while until all the bridge DLC has played through, so this implies she either finds Shepard's company agreeable and compatible with her own purposes OR she will be working under the Third Oath's umbrella for a while yet, having judged the fight against the Reaper sufficient justification to do so.
But assuming she left the SR-2 for ME3, where would she go next? Although she mentions an interest in returning to Omega/Tuchanka, she also sounded wistful about her chances of achieving something before she was killed; it's almost as if she was choosing where to spend her final days, like a Grey Warden getting ready to enter the Deep Roads for the final time...
Samara's smart, so I would think she would return to asari space and carry on with her duty in an environment where her actions would never be a potential cause for conflict with other races... IF she felt up for a few more centuries of justicaring. Her comments about Omega/Tuchanka suggest she is unwilling to shoulder her grief over Morinth for much longer. I believe this is the main reason why she turns down Shepard: she is readying herself to meet her end soon, serving the Code to the end.
So Samara has reason to leave for ME3, but that also gives me hope: it means we may have to recruit her once again, re-introducing the character for the noob players. Shepard may end up saving Samara's life ("à la Garrus") to recruit her, invoking a higher purpose (i.e. the Reapers) in the case of noobs and Renegades, Reapers and friendship in the case of older Paragon/Paragade players.
