I think that they are secular. I see little to suggest religiousness, but lots to suggest that they serve a simply secular law enforcement role.
If Samara has anything even remotely approaching a religion (
she does mention "the Goddess" to them what she kills, but that could be more for their
benefit than hers), it would, IMO, simply be her Code.
I doubt even asari can maintain a high level of fanaticism for 800 - or so years. It's more likely that she's lived with it for so long that it permeates everything in her character and gives her all of her reasons for living.
By that point, Samara may actually be a living embodiment of the Code - so, in essence, she
is her "religion", such as it is.
