I am pretty sure that Samara will return in ME3 as a squad mate. Some of the reasons:
1. She is Asari, we need an asari team mate.
2. Samara > Liara.
3. Way too much work has been put into developing her character. I cannot see bioware giving up on her.

We already have an asari squadmate, in ME3 - Liara.

@Autoclave:
By the same logic we can conclude that Liara is a squad mate in ME2. ⨳

I'm one of those people that was bored to tears by Liara in ME1, and yes she is a walking encyclopedia but all the ME1 characters where to varying degrees and I think that was there purpose first and foremost. For me Liara never moved beyond her role as an Asari codex entry.

Samara IMO succeeds in moving past her role as a codex entry, i don't know quite how to explain it though. So the mercenary approach......

1. Samara life story = emotional rollercoaster
2. Storytime with Samara - she talks just as much about her experiences as a Justicar than she does about Justicars role in Asari society.

This may not be very detailed, so in short Samara makes me "feel" which is something Liara never managed.

And I don't believe her character suffers because of the encyclopedia aspect, if anything I think people hold the fact that she is completely unwavering in her views/beliefs against her. As far as I know there isn't a speech check opportunity at all in regards to Samara, most everyone else has one though.

Samara is THE space samurai. You can plug her personality into any 1960/70 samurai flick and you wouldnt be able to tell any kind  of difference. This alone made her awesome.
She is far more mature and worldly than the young Liara...and i think Liara has difficulty in expressing herself properly.  Samara knows who she is and has made peace with it.
For me after the Horizon mission Samara was the first to be recruited from the new batch. From then on it was her and Miranda (Especially in my insanity run). Samara is hard hitting!!
I hope we get a mission or two with her...MORE if we were paragons!
i can hope.

Samara is one of the most powerful squadmate as well.  She covers a lot of requirements.  Her biotics provide crowd control, and can set up warp explosions. Her loyalty power, Reave, tears down all defenses except shields.  In fact, Reave borders on being "stupid powerful" as a skill.  And unlike other biotics who have marginal weapons, she rolls with an assault rifle, and so also brings so serious conventional firepower to the field as well.

Please Liara, I'll forgive everything Bioware did to force you on me if you just don't take Samara away from me because of Bioware's apparent "one squaddie per alien race" OCD.

Indeed, when will they figure out that aliens are, by default, more interesting? That bothered me about Origins, as well. I suppose I should give Bioware credit for having 2 elves in DA2. TIS AMAYZING! Try it with the asari in ME3, Bioware, split the weapons and biotic powers between Liara/Samara so we can take advantage of all of them!

Liara got a better mix of biotic abilities, and those people who mistake gameplay mechanics for lore, went on to conclude that Liara is a more powerful biotic than Samara.  No, Liara got an optimal mix of biotic abilities, because she was a temporary squadmate, and thus could be overpowered.  As a squadmate, Liara really was a proper Adept.  A similar or identical mix of powers should have gone to Jack, but nope.  Jack is classified as a "Vanguard," despite being known for her biotic abilities.

Idk, I'm sure Bioware would have us believe Liara would kick Samara and Jack's asses at the same time. Liara can't be a squaddie in ME2, so they figure "we need an asari, and can't have another asari LI competing with our beloved Liara, but we still need the asari to be sexy-fied. Let's give her an almost-mance!"

Yes I'm exaggerating, but they still left me with the impression that Samara was filling in until Liara's inevitable plot-heavy involvement in ME3.

i hope not. Im sure Bioware wouldnt have created Samara just to be the token Asari. they went to great effort to create her....it would be a disservice.  another disservice would be to make Samara a LI. for me...it would look like a violation of integrity...and i dont think Samara would go against her convictions.

and Lore-wise i think Samara would lick both Liara and Jack at the same time.

I'd say Samara's cleavage is a violation of her integrity, but what's done is done, and I don't care about the romance plot, she's just a very mature, spectacular squadmate. They did indeed go through a lot of effort to create Samara, that's why she's one of my favorites. [Spoiler*] Ever since they said the squad has to be below 12, I get the sickening feeling that's too few to have both asari on the team, and since Casey already said Liara is plot-heavy in ME3, I fear Samara will be relegated to temporary or cutscene material.

It concerns me as well that Samara may be snubbed because of Liara, but my bigger worry is that I'm sure they will want the crew to be close to 50% female/50% male. So lets say there will be 8 full time squadmates.....

1. Ash/Kaidan - counts as both
2. Liara
3. Miranda - I see this as inevitable
4. Tali
5. Jack - seems likely with recent news
6. Garrus
7. James Vega
8. this guy has to be a dude, right.

something i wrote in a thread regarding ashley's new "sexified" look. Someone commented on Samara's attire. this was my reply

-----------------------
Samara's
suit made sense to me. asari are a little more open about their sexual nature than other species. Samara rarely leaves asari space. who knows how old she is. she is most likely set in her ways. she is Billy Bada** incarnate. A Toshiro Mifune starring in a Akira Kurosawa film from the 50's and 60's. her modesty (rather human interpretation thereof) is of no consequence as she is chaste. No one is gonna mess with her cuz she dressed the way she is....if they do...chances are they arent going to live long enough to be able to apologize...cuz any insult means death...assuming justicars follow the ideological template of bushido during the Edo period....mixed with chevalier ideals as well of course.

however,i do wish she would dress appropriately for some missions....but that complaint is not solely for her...but all characters.

in regards to Asari attire

quite a few asari on the citadel are wearing attire that we today would consider risque. human females on the citadel are wearing the same stuff. it seems the Asari set the standard for couture in the future.. so what do the asari consider normal, sexy, and taboo? or humans for that matter? the one Justicar we see is wearing what WE consider risque attire..but to them it may not be. Justicar are idolized by the asari..and not one took the time to tell her to cover up..they were in awe...not at her cleavage but her mere presence.

im all for the sexy....but in combat (depending on location occurring) isnt the place for certain attire. if Shep has to wear a full on EVA suit...everyone else should.

in regards to a follow up about her heels...

samara can float with her biotics...and she knows a million ways to killa asari with her bares hands!! dont think balance is a issue for her.

i dunno. when it comes to the races in the ME universe..i look at them with anthropologist or historian curiosity. They may be fictional...but for the most part they are well written. We know more about them than many cultures that no longer exist IRL. it is a serious no-no to place our values on theirs while studying them..so i try not to do the same infiction. i take what is available and imagine the rest.....hopefully a few writers at bioware get bored one day and decide to flesh out a full on encyclopedia of the ME universe. Im extremely interested in the
asari...because they are down right sexy, the pseudo-martial attitudes, and it is a species unlike many others created in a fiction.

which makes me a sad panda....cuz half the squadmates are human.  ME1 was 1/3.  ME2 was just under half (5/12).

I see #3 as unlikely, given that she may have sided with Cerberus (Renegade path) and Cerberus is now "the Enemy". The 50%-50% male-female ratio is up in the air because of the VS. I wouldn't think it would be an issue if you had more female protagonists on the roster.

On the alien side, we may see Grunt back in #8... Or that may be the "temp squaddie" slot who will end up being filled mostly by alien squaddies as you recruit each race in turn.

I think it bodes well for a great temp squaddie appearance by our favorite justicar... if you didn't pick Morinth. I doubt an A-Y would feel any particular compulsion to help, or that she could maintain her mother's persona convincingly enough to sway matriarchs...

That guy's status is him wondering about why he hasn't been banned from the BSN, yet. I'm thinking he's a troll, even though he denies it.

And some of us find the humans to be the most boring, or, at the least, the least interesting.  Neither preference is more valid, but they are preferences.

This is my way of thinking as well, I think its the best we can hope for. But I'm still hopeful that she will be a full time squaddie and will remain so until told otherwise. And with news of Ashley and Jack already I feel like I'm dealing with house money.

I am ambivalent about Samara being a potential LI. They said that the writers would take great care to ensure that making an old character a new LI would be done with respect to the character.

And to a further extent; some of our Shepard's are a little misanthropic and don't much care about humans being on their team.
