I don't know, I hope they will bring them back. I mean look at the hate and discontent over Liara/Ash/Kadian in ME2. I'm not sure they want to risk the wrath of the fans who want their favorite new ME2 character back to join them. I think there may be a few new choices but honestly I'm hoping for very few and more of the squad members I already know and trust.
Being a contrarian, I rather think they'll bring them all back by default. Most players will have at least one playthrough where everyone survives (if only to get the achievement). The ME team has set itself a tight schedule for ME3 release. Using the ME2 squadmates models and skins requires little work
ME1 was the first of its kind. Voice actors were relatively cheap, so you could afford not to offer them a retainer to come back for ME2 id ME1 sales were dissappointing. They managed to get most of the important ones, with the exception of Lance Henriksen, who liked the project but was unavailable.
Given ME1's huge success, BW had to be pretty confident ME2 would be a money maker, so signing up big names for voice acting in BOTH ME2 and ME3 is likely (i.e. they probably already negociated a deal for 2 games with the actors). You killed off most of your squad? No problem: you can count on you old ME1 buddies Ash/Kaidan and Liara. Including Shepard, that's a full squad. You don't like it? You want more variety? Use your "No One Left Behind" import. You're a new guy to the franchise? You start off with the full crew by default. Simple, cheap and more importantly: it's the challenge the ME team set themselves to begin with: a games trilogy with recurring characters.
