I've been reading a lot of post about how ME2's story is weakened by the fact that BW decided to focus (or have lack of focus) on certain story elements due to the Savegame Continuity concept. That they had less of a focus on the Council and less focus on your previous squadmates because of this.
I'm not saying that these creative decisions were NOT influenced in some way by this... however I honestly don't think BW could have made games on the scale of ME1 and ME2 without the Savegame Continuity concept.
If you were not allowed to make the choice of whether Kaiden or Ashley survive, then fans would complain.
If you were not allowed to make the choice of whether Anderson or Udina represent humanity on the council then fans would complain.
Either way, fans are ALWAYS gonna praise and complain about everything. The developers CHOSE not to flesh out those story elements in ME2... whether it was due to the technical aspects behind it, or that they have other plans for those elements and for that reason they chose to focus on new plot elements... it was still their decision and what we have is what we have and EVERYBODY is entitled to their opinion.
But honestly, I feel that Bioware did well in the concept they were trying to achieve: Make the gameplay experience feel personal, that decisions in each game will effect the sequels. I think people would have been more upset if this wasn't the case.
