The shotgun is in my opinion a useless weapon in the game because it is very ineffective.
Underpowered: The shotgun is too underpowered to be used effectively. it takes far too many shots to kill somebody, even when your firing in their face at point blank.
Holds not enough ammo: I found my self running out of ammo with the shotgun all the time. This is because it holds so little ammo and you have to fire so many shots too kill somebody.
Completely pointless at higher difficulties: the shotgun has no use on Hardcore and Insanity because you have to really get into somebody's face to use it, but you die so fast that there's no point.
Mass Effect 3 needs to have an improved shotgun that is both fun and effective to use.

Playing Vanguard, even on Normal... I found myself using the Tempest SMG, the handcannon, and the Viper sniper(bonus weapon training) much more than the Shotgun.
It does feel like a mostly useless weapon at times.

I had to use the SMG most of the time w/ my Vanguard. Got the Claymore, but ended up switching back to the Scimitar. =(

Far too many shots?
One head-shot after you charge with the Claymore on Insanity kills any normal opponent. Two for the bigger guys such as geth hunter (you might have to melee them a bit if you do not hit their head both times). Never had ammo problems with Claymore either.
Scimitar is actually VERY good too, perfectly usable on Insanity.

Shotguns have an upgrade which doubles their Thermal Clip capacity. On Hardcore (and Insanity, I believe), enemies with full health and shields take 1 shot from the Claymore. With Tungsten rounds, 1 shot for enemies with full health and armor. The other shotguns will fully deplete shields and a little bit of health. I will admit, though, that with the shotgun it is very important to get it upgraded ASAP as your counting on doing as much damage in one shot as possible.
Speaking of which, I'm not the best shot in the game, but I still never run out of shotgun clips, even with the Claymore. The way the Thermal Clips are placed on the maps, it forces you to move forward and not bunker down.
It should be noted that all my shotgun experience comes from playing a Vanguard on Hardcore/Insanity.

The Claymore makes up for the basic shotguns suckage.
